Today the Ministry of economy to discuss the proposal made by the Honda company for construction of a factory in Russia. According to the newspaper "Kommersant", Honda wants to come to agreement about industrial Assembly under the old rules, as did the Japanese Mazda, which signed a similar agreement with the Ministry of economy in June of this year. Recall that the rules of industrial Assembly, which allowed to import automotive components in Russia practically free of duty, was discontinued in 2010. The "old" industrial Assembly allowed the release of not less than 25 thousand cars per year with localization at the level of 30%. The new rules oblige to produce 300 thousand cars per year and to increase the localization level to 60%. Most automakers are working in Russia on such conditions. The exception for Mazda did because she decided to build a factory in the troubled region of Russia in the far East. The decision explained the Director of the Department of special economic zones and project financing of the Ministry of economy Dmitry Levchenkov: "the existing procedure provides for the possibility of signing agreements on industrial Assembly under the old rules, if it contributes to the development of the region". Where he plans to build his company Honda, is not yet known. The sources of Kommersant reported that it will be a full cycle plant, and its capacity will not exceed 35 thousand cars a year.
