In Ukraine a good petrol in Belarus may rise
Imported fuel want to impose a duty, and Ukrainian refineries produce gasoline that the quality is worse.
The Ukrainian government may again introduce duties on imports of oil products for the restoration of Ukrainian oil refining, Minister of Energy and Coal Industry Eduard Stavitsky said. There are no charges, but in 2010-11. This issue has already been raised by the Energy Ministry, then the ministry offered 100 euros/t of petrol, which automatically increased its price by 1 hryvnias. The issue was considered by the interdepartmental commission headed by First Deputy Prime Minister Andrei Kliuiev and in the fall of 2011. The Ukrainian refineries do not produce quality oil products according to the Euro-4 and Euro-5 standard, which is run by modern foreign companies. Currently, the share of imports is more than 60% (of 4 million tons of gasoline and as much as diesel fuel consumed per year), with gasoline coming from Belarus and Europe (mainly Romania, Poland) and diesel from Belarus and Russia. Of our six refineries, which can give twice as much "combustible" as "Euro-2", only Kremenchug and Shbelinski and that are not at full capacity. Stavitsky promises to change the situation: the commissioning of the Odesa refinery will start in March, and the Kremenchugskoye will fill the market with petrol "Euro-4". It is also planned to launch the largest Lisichansk refinery in Ukraine, which was stopped by the owner-the company TNK-BP-in April 2012. But for all this, money is needed, which seems to be going to be taken from ordinary drivers by imposing duties. For the time being, the people will have to choose: they will have to pay more for the hryvnia for importing or driving on cheap petrol of incomprehensible quality (especially in the province, where a lot of mini-refineries producing gasoline is unknown from what), contraband fuel and diesel fuel. The views of the experts differed. " In 2011, the Ministry of Energy has already been defeated in a special investigation against the import of oil products in 2011. In addition to the increase in fuel prices for consumers (1-1.3 hryvnias under the duties under discussion, about $180). /t), quality reduction due to switching to lower quality Ukrainian oil products and the collective monopoly of oil refineries in the market-other results will not be taken. The second energy minister cannot or does not want to understand that the main enemy of Ukrainian refineries is not legal imports, but smuggling and counterfeit, which in 2012 according to the Ministry of Finance accounted for 22% of the gasoline market. Only by eliminating these phenomena, in the complex with regulatory stimulation of modernization, it is possible to overcome the crisis in this industry. " Expert of consulting company UPECO Alexander Sirenko, on the contrary, says everything will be fine: " Pollinas are the most optimal tool for reviving domestic oil refining. Now there is a half plant in Kremenchuk and Shelling, when the Odesa refinery will be in operation, fuel will be enough for everyone. "The consumer will start buying Ukrainian gasoline, which will be cheaper and won't feel the difference in quality," he said. It is planned that the funds for this revival will be found at the expense of import duties. This may be the case, but the question arises: why the reconstruction and launch of our refineries should not be paid today by their owners, but by the driver.
