The authorities are forced to take unpopular decisions, because the cities are overloaded, and this needs to change. One such solution was the introduction of "special" fines for Moscow and St. Petersburg, said Deputy mayor for development of transport and road construction Nikolai Lyamov. Recall that the state Duma has recently adopted changes to the code of administrative offenses, and now the fines for traffic violations in Moscow and St. Petersburg is much higher than in other regions. On this occasion, the inhabitants of the two cities is stirred until now, but the authorities believe that only draconian penalties may be forced to respect the law. According to Deputy mayor of Moscow, before many it easier to pay 100 rubles and calm down, not paying attention to what the car prevents the movement of public transport. Cars were thrown everywhere: on the roadway, where there is a trolley bus, tram ways. "Somewhere in one place happened congestion -- and the chain reaction starts, after 20 minutes is a quarter, but after an hour, almost a third of the city. So I decided to take such fines in St. Petersburg and Moscow", - said Nikolai Lyamov.
