The document proposes to establish the duration of the inspection for passenger cars from 34 to 43 minutes. The bill proposes the following documents for the passing of the law: identification and power of attorney (for the representative of the owner of the vehicle); the certificate of registration of the vehicle or the vehicle's passport. During the examination of the vehicle, the expert will present the parameters in the diagnostic card with appropriate or not in conformity with the mandatory safety requirements of the vehicles and, on the basis of this, will make an opinion on the possibility or impossibility of operating the vehicle. The diagnostic map shall be drawn up in writing and electronically and certified by the technical expert who carried out the test. One copy of the card shall be issued to the owner of the TC, the other shall be kept at the operator for at least three years. Information on the results of the inspection shall be transmitted by the technical inspection operator to a single automated information base within 24 hours. According to the document, it is proposed to approve the following dates for the ministries responsible for the inspection procedure: the Ministry of Economic Development-until October 30, 2011. develop rules for the accreditation of technical inspection operators; Transport Ministry-until October 30, 2011. To approve the form of the inspection of the technical inspection (including the electronic one); the Interior Ministry-until December 31, 2011. Establish a single automated information system for inspection and establish its interaction with the electronic system of insurers; the Federal Tariff Service until September 30, 2011. Establish a calculation method and establish a ceiling rate for the technical inspection. The law on technical inspection of vehicles and amendments to certain legislative acts of the Russian Federation comes into force from January 1, 2012.
