The tax on luxury cars should bind to the price and not the power
The tax on luxury cars will be pegged to the price, not the power. The Finance Ministry has decided to accept the fact that the cost of car more suitable criterion for determining the amount of luxury tax than the capacity of the motor. The office has already sent their views to the government.
Recall that the idea to introduce the so-called luxury tax was born last year. The new collection will be covered, including luxury cars. Since then, specialized agencies determined that it can be attributed to such vehicles. It was originally proposed to link the tax to engine power and bind the luxury tax transport tax - that is powerful and therefore expensive cars, would be subject to transport tax at the higher rate (300 rubles for 1 HP at the power of the motor 410 HP ). The same method was proposed to apply for high performance motorcycles and yachts. This position from the outset adhered to the Ministry of Finance prepared a relevant draft amendments to the Tax code, which was submitted to the government last summer. According to calculations of the Ministry, revenues from the transport tax in this situation could be increased by 3 billion.
In December last year, Russian President Vladimir Putin, in his address to the Federal Assembly, demanded that the tax be imposed on expensive cars, which was set on instructions to the government. In particular, it was proposed to increase the tax burden on owners of expensive vehicles. The corresponding draft law should be prepared and submitted to the State Duma before April 1 of this year. Deputy Finance Minister Sergei Shatalov said the Finance Ministry had revised its proposals and agreed to a reference to the price, not to the capacity of the vehicle. Earlier, Russian Finance Minister Anton Siluanov said that the owners of old but powerful cars could fall under the luxury tax. However, according to Shatalov, the ministry has not yet developed specific proposals on the new criterion. In the case of a simple tax, additional funds will be paid to the owners of expensive cars, which are likely to have the means and the maintenance of such cars-this is a bit more complicated. First, the authorities need to determine the limits of the value-which car can be considered expensive enough to be transferred to a segment of luxury. Second, you might encounter administrative difficulties. As the publication of the tax authorities commented, currently there is no database with the cost of cars in the country. In addition, when the car is resold on the secondary market, the price may be underestimated. Individual instances, such as retras, cannot be determined without an expert. As a result, the mechanism for determining the price of a car for taxation would have to be prescribed by law. Shatalov also reminded that the Ministry of Finance does not refuse to tie the rate of transport tax to the environmental class of the machine. Such a proposal was expressed a couple of years ago, but no further discussion has yet been received. Meanwhile, it is in the main directions of tax policy and can be implemented already in this three-year budget, the official said.
